Metal Gear Rising: Revengeance Cutting Back On Cut-Scenes
Two things we know: 1. Metal Gear Rising: Revengeance is a spin-off and not a true MGS franchise entry. 2. As a result, there won't be as big of an emphasis on storyline.
Kojima Productions handed this project off to Platinum Games, and the latter's Bayonetta and Vanquish were excellent, but of course, the focus was squarely on the action. You'll probably see that same approach with Revengeance.
In the latest KP Project Episode, it was revealed that the length of the cut-scenes will be "a little shorter" when compared to other games with "Metal Gear" in the title. Most of the plot will be unraveled through codec conversations, and those can be heard in real-time while you play. However, they did say there's a "huge amount" of content in those conversations...provided we're willing to listen. We might be too busy doing other things...like, killing.
Me, I play MGS for the story; I'll play this for a very different reason. And I'm okay with that. Metal Gear Rising: Revengeance is set for an early 2013 launch in North America.

Still not sure one the direction of this game, I think by passing off the story between MGS2-4 they have really missed out on some potentially series topping moments. If it wasn't Metal Gear I'd properly be willing to try the game, but as it is Metal Gear and going far too over the top and introducing bland characters (You can already tell by the trailers...) I just cannot get excited for it. But I may try it when the price goes down, just to see how it went.

Cutting the length in half, I think, could be a boon as it wouldn't necessarily take away all of the intelligence of the games, while still allowing players to be more involved. With Platinum at the helm... I'm really not sure. They can tell a story decently well (not that Vanquish was any great argument for narratives in games), but they need to be better than decent to give MG its due, even if this is a rather extreme spin-off. Hopefully the overseeing of this by KojiPro will help.
Not sure why I feel so invested in this game, it's just another that's releasing too late for me to play with any degree of promptness, but I do still so desperately want to... Alas that life must come before games.

I really do feel that Hideo Kojima has developed a bit of protection from editors over the years and some of the cutscenes from MGS4 are evidence of this (e.g. Drebin's introductory scene). It did get better by the last two acts, but it suffered from pacing problems during the first 3.
Being a spin off may help with the pacing though as MGS4 really had a lot of loose ends to tie up and it got rather complex rather quickly. Either way, I'll be reserving judgement until after release. I have been wrong about my initial assessment of games and movies enough times to know better than to make purchasing decisions based on pre-release info and speculation.
