Sony Issues LBP Moderation Policies
The big question concerning all LittleBigPlanet players is a fair one: exactly what can we do, and what can't we do? Recent erratic and unexplained moderation of levels including licensed content have ruffled a few feathers, so Sony has decided to re-issue the list of moderation policies, as obtained by CVG.
Now, this should give you a better idea as to what will be allowed in your ingeniously designed levels. The one thing you don't want to do is practice copyright infringement (instant moderation will occur), and of course, you have to avoid the disgusting and inappropriate. For the most part, these rules are logical and easy to understand, so there shouldn't be too many questions. Here's what Sony issued:
"The vast majority of content uploaded to date has been fun and suitable for all of our community members. In a very few cases we have upheld complaints regarding unsuitable content or infringement of intellectual property, with less than 0.5% of levels actively moderated as a result of complaints from other users.
Sony Computer Entertainment are committed to continually improving our moderation procedure and the methods of communication we use, in particular regarding the reasons that user complaints are upheld. In the meantime, here are some suggestions for all of our creators:"
- Ensure that the content you share with other users is suitable for all ages - everybody has access to your level if you publish it.
- Please respect other people's intellectual property rights. For example, don't use images, brands or logos that you're not entitled to use.
- If you come across any content that you feel the need to report, then please do it responsibly. Hoax reports will be considered inappropriate behavior.
So there you have it. So long as you're not designing a level for Richter or a dominatrix scene for Lara Croft, you should be fine. For the most part, we'd have to assume that people aren't quickly leaping to use either inappropriate or licensed content...but then again, we like to assume the best in people.

Though it seems a bit confusing that while we are not allowed to create what amounts to "tribute" levels, LBP continues to market "premium" costumes featuring other branded-IPs. Legally their allowed - since Sony/MM sought the rights and we have to pay for them - but it does nothing but to confuse people about the situation.

If we take everything you said and make it into reality we'd have kids drinking and smoking by the time they're 12.
And it's not only 'bout kids, it's 'bout this game being created for EVERYONE.
You want a game without restrictions and stuff. Go ahead and make it YOURSELF.
This is their product and as such they're allowed to moderate it as they see fit.
By the way I know what you're gonna say "I'm gonna sell it!" go ahead, no one cares lol.

i'm gonna have to agree with pretty much everyone but the capt.
If mature levels are allowed and given a certain tag, people wouldn't be playing the levels because they're fun, they'd be playing to...well, "observe", for lack of a better term.
The whole reason for being able to post levels on the PSN is to try and make a level more fun than the devs did. This point is already missed with "GET 7 TROPHIES!" levels, but I digress...
again i reiterate, the point of the game is to have FUN. thats actually the reason i'm against IP based moderation, but again I digress. Adult levels aren't fun, they're just trashy and uninspired.

I dont hve LBG (plan to get it though) so how does creating a level work? Like do they hve to be reviewed before being released to the world for everyone to play or what?

With too much moderation LBP is going to get drowned with levels which are just marginally different to those on the disc which will start to get boring.
I don't see a problem with making adult designed levels for your 18+ friends list.
