Yes, Destiny's Level Cap Is 20, But...

Technically, you can't advance beyond Level 20 in the upcoming Destiny.

But you can get stronger. A lot stronger, actually.

Those who wish to continue to grow their character can do so thanks to "Motes of Light." If you locate enough of these collectibles, you can approach the Speaker in the Tower and exchange them for new gear. This gear will boost your stats beyond their maxed plateau, which will effectively make you a good deal stronger. It won't change your actual level, but you'll be able to tackle much more challenging missions.

Check out this IGN video where you see a late-game character featuring an enhanced level of 29. This walkthrough gives you an idea of how you can keep getting stronger, despite that pesky Lv. 20 cap.

Does that also mean the strongest enemies one will encounter will also be level 20?

In the beta, if you're a much lower level, you will not be able to damage the stronger enemies. For example, a level 5 player cannot harm a level 11 enemy, at all.

Nah, even in the beta there were some level 22 enemies. You could see the ??? enemies' levels when they killed you. Regular Legendary level 20 weapons were around 350dmg I managed to grab a level 20 Legendary Revolver with 358dmg from the Iron Banner events so rarer guns will likely have higher damage. Then as we saw in this video you can use the Light "stat" to increase your level so who knows maybe there will be guns that will require you to have a boosted level to equip them.
We won't really know till launch, but yes if things stay how they are there are enemies over level 20.

Same thing in FFXIV, and I assume most MMO's.

My white mage has been level 50 since October. (50 is the cap) But I'm still advancing. I'm currently at an advanced item level of 102. Highest now is 110, but I'm sure it'll go up even higher. Each patch comes with tougher challenges and new features, too.

For lvl 50, I'm sporting whm, blm, bard, war for fighting classes. Then my botanist and fisher for gathering. Crafting, I've maxed out leatherworker, alchemist, and weaver.
