Who says? Capcom says! And as much as we love the company here at PSXExtreme, it's easy to wonder how they expect to outclass Vice City Stories (or even Go! Sudoku). Ultimate Ghosts and Goblins has already been met with a mixed reaction: praised by the hardcore, and maligned by the once-hardcore for their long-withering "skillz." UGnG preserves much of what people loved and hated about the elder iterations. It's very much a (read in your grandpa's voice) "why, in my day..." kind of series and reward comes in the form of enduring large amounts of punishment. For that alone I doubt Capcom's claims - it simply isn't going to go over well with a majority of gamers. Capcom is basing this off of retailer orders, in fact. But if you an undaunting appreciation for the retro or are up for a nigh insurmountable challenge, put your coin towards Capcom's dream - they'll reward you a hundred-fold in the next generation.
